  1. General provisions

1.1. The Editorial house of “The Academic Journal of Moscow City University”, series “Natural Sciences” (hereinafter – the Editorial House) produces and publishes the mass media – “The Academic Journal of Moscow City University”, series “Natural Sciences” (certificate of registration of mass media PI No. FS77-62501 dated July 27, 2015, issued by the Federal Service for Supervision of Communications, Information Technologies and Mass Communications).

1.2. The founder of “The Academic Journal of Moscow City University”, Series “Natural Sciences”(hereinafter the Journal) is State Autonomous Educational Institution of Higher Education of the city of Moscow “Moscow City University “(hereinafter MCU).

1.3. Full official name: The Editorial House of “The Academic Journal of Moscow City University”, series: “Natural Sciences”.

1.4. The Editorial House is not a legal entity, an independent economic entity. The Editorial House does not have an independent balance sheet, an operating account, does not have its own seals and stamps.

1.5. The activities of the Editorial House are financed by the Founder.

1.6. The Editorial Hoard acts according to the current legislation of the Russian Federation, the Charter of the State Autonomous Educational Institution of Higher Education “Moscow City University” other local acts of MCU, this Charter.

2. Objectives, tasks and functions of the Editorial House

2.1. The objective of the Editorial House is dissemination of scientific knowledge in the field of natural sciences.

2.2. The main tasks of the Editorial House are:

– periodic publishing process of the Journal;

– maintaining the status of the Journal as a scientific journal included in the list of the Higher Attestation Commission;

– promotion of the Journal in scientific and metric databases, including international ones.

2.3. According to the objectives and tasks indicated in this section the Editorial House have the following functions:

– collecting manuscripts to be published in the Journal, their preparation and scientific editing;

– managing the independent peer-review procedure of the articles published in the Journal;

– timely transfer of the original manuscripts of the Journal issues to the Scientific and Information Publishing center of Moscow City University for prepress preparation;

– preparation of the necessary documents for submission to the Higher Attestation Commission and scientometric databases, including international ones.

3. Rights and obligations of the Founder
The founder is entitled to:

– to carry out general management and control over the activities of the Editorial House;

– approve the Charter of the Editorial House and amendments to it;

– terminate or suspend the activities of the Editorial House in the cases established by the legislation of the Russian Federation;

– ensure circulation of the messages and materials on their own behalf free of charge and within the specified time limit; the size of the information or messages is established by the Founder in agreement with the Editor-in-Chief;

– approve the order and deadlines of the publication of the Journal;

– provide the Editorial House with the information necessary to complete the tasks and fulfill functions assigned to the Editorial House;

– convey the rights and obligations to a third party with the consent of the Editorial House.

3.2. The founder has other rights in accordance with the current legislation of the Russian Federation, the Charter of Moscow City University.

3.3. The founder is obliged to:

– not to interfere in the activities of the Editorial House, except for the cases provided for by the legislation of the Russian Federation, this Charter;

– comply with the provisions of this Charter;

– provide assistance in the activities of the Editorial House.

3.4. The founder performs other obligations according to the current legislation of the Russian Federation, the Charter of the KFU.

3.5. In case of the change of the Founder, the change in the membership of the founders, the reorganization of the Founder, the change in the structure of the Editorial House, the issues of preserving the right to the name of the Editorial House and the name of the Journal are resolved by the Founder, taking into account the opinion of the Editorial members.

4. Rights and obligations of the Editorial House

3.6. The Editorial House is entitled to:

– carry out its activities for the publication of the Journal from the moment of registration of the Journal as a mass media;

– independently plan the creative activities within the framework of the approved topic and subject of the Journal, solve issues of its content and editorial and publishing formatting;

– request the information which is necessary for the promotion of the Journal in scientometric databases, including international ones.

3.7. The Editorial House has other rights in accordance with the current legislation of the Russian Federation, the Charter of Moscow City University.

3.8. The Editorial House is obliged to:

– ensure the preparation of high-quality scientific, educational, methodological materials in the field of natural sciences;

– comply with all the rights and legitimate interests of third parties, as well as respect the rights to the works used, including copyright and related rights;

– ensure the timely publication of the Journal within the deadlines established by the Founder in agreement with the Editor-in-Chief;

– ensure the safety and careful attitude to the property, equipment and other material values transferred by the Founder of the Editorial House;

– comply with the current legislation of the Russian Federation, the requirements for the mass media when carrying out the activities.

3.9. The Editorial House has other obligations according to the current legislation of the Russian Federation, the Charter of Moscow City University.

5. The Editorial Board

5.1. The Editorial Staff consists of members of the Editorial Board (hereinafter referred to as the Editorial Board), who carry out activities on a freelance basis.

5.2. The powers of the Editorial Board are determined by the Law of the Russian Federation No. 2124-1 “On Mass Media” dated 27.12.1991 and other regulatory legal acts of the Russian Federation that regulate the rights and obligations of its participants.

5.3. The membership of the Editorial Board is approved by the order of the Academic Council of Moscow City University.

5.4. The Editorial Board:

– accepts the Charter of the Editorial House and proposals for its amendment;

– participates in the development of the main directions of the Editorial House;

– elects the Editor-in-Chief at the general meeting.

5.5. The meeting is valid if it is attended by at least two-thirds of the total number of members of the Editorial Board. Decisions are made by a simple majority of votes of those who present at the meeting of the Editorial Board.

6. Managing the activities of the Editorial House

6.1. The Editor-in-Chief directly manages the activities of the Editorial House.

6.2. Editor-in-Chief:

– represents the interests of the Editorial Board in relations with the Founder, other organizations, in court within its powers;

– manages the Journal and controls the timeliness of the Journal’s publication, the quality of published articles;

– ensures the implementation of editorial plans;

– organizes the work of the Editorial Board and gives instructions that are mandatory for the members of the Editorial Board;

– fulfills other functions that may be assigned to it by the Founder;

– is responsible for compliance by the Editorial Board with the requirements imposed by the legislation of the Russian Federation to the mass media.

6.3. The publication of the Journal is allowed only after the Editor-in-Chief has given permission to publish.

7. Termination of the Editorial House

7.1. The activity of the Editorial House may be terminated by the decision of the Founder or the court.

7.2. The termination of the Editorial House’s activity is possible through its abolishment or reorganization.

7.3. The abolishment or reorganization of the Editorial House is carried out in accordance with the legislation of the Russian Federation.

8. Procedure for approving and amending the Charter of the Editorial House

8.1. The charter of the Editorial House is adopted at a meeting of the Academic Council of State Autonomous Educational Institution of Higher Education “Moscow City University” and approved by the Founder.

8.2. Amendments and additions to the Charter of the Editorial House are made by the Founder on its own initiative and at the suggestion of the Editorial Board. At the same time amendments and additions to the Charter of the Editorial House which concern the status of the Editorial House, the relationship of the Editorial House with the Founder and the management of the Editorial House are made subject to the consent of the Founder.

9. Final provisions

9.1. The Founder has a right to give a title to the Journal.

9.2. In case the Founder decides to terminate the publication of the Journal, the Founder reserves the right to resume the publication of the mass media with the same name.

9.3. In case of the change of the Founder, the Journal continues its activities after re-registration according to the procedure established by law.

9.4. In case of the reorganization of the Founder, the rights and duties are fully transferred to its legal successor. In case of the abolishment of the Founder, the rights and duties fully pass to the Editorial House.

9.5. Legal relations that are not regulated by this Charter are subject to the legislation of the Russian Federation, the Founder’s Charter, and local acts of the Founder.

9.6. This Charter comes into force from the date of its approval by the Founder.
